Svay Pak , also known colloquially as 'Kilometer 11,' is a riverside commune located on the northern outskirts of Phnom Penh along the banks of the Tonle Sap River. For much of the late 20th and early 21st centuries, Svay Pak held a dark international notoriety as one of Southeast Asia's most concentrated and overt red-light districts, specifically associated with severe issues of human trafficking and extreme exploitation. The area was characterized by its rows of makeshift brothels, often fronted as karaoke bars or small guesthouses, which catered primarily to foreign sex tourists during a period of significant social vulnerability in Cambodia. However, following a decade of intense international pressure, high-profile NGO interventions, and sustained Cambodian government crackdowns, the district has undergone a profound transformation. Today, Svay Pak is a significantly quieter and more typical peri-urban village, though its difficult history remains a critical chapter in the study of Cambodia's social recovery and the ongoing global fight against exploitation. The district's unique atmosphere is now a blend of traditional Khmer rural life and the quiet aftermath of a major social upheaval, offering a powerful study in community resilience.
