Italy's legislative ecosystem revolves entirely around the historic 1958 'Legge Merlin', a deeply ingrained law that comprehensively abolished state-regulated brothels. Today, Italy rests in an abolitionist 'alegal' suspension where the independent exchange of sex is inherently unpunished, but any form of peripheral exploitation, including brothel maintenance or pimping, is severely criminalized.
